About EGC

The Electricity and Gas Market Surveillance Commission (EGC) was established in Japan under the Minister of Economy, Trade and Industry, established to strengthen market surveillance functions and promote sound competition in the deregulated markets of electricity, gas, and heat supply. .

The chairman and four commissioners in the EGC are appointed by the Minister of Economy, Trade and Industry and possess knowledge and experience in the fields of law, economics, finance, and engineering and the ability to make fair and neutral decisions. (Member list of EGC)

The chairman and commissioners exercise their duties independently.

The Executive Bureau of the Commission consists of three divisions - the Policy Coordinate Division,the Market Surveillance Division, and the Network Surveillance Division - in addition to the Market Surveillance Office in each regional bureau of the Ministry of Economy, Trade and Industry.

The Commission has rights based on the law to:

  1. collect reports, conduct on-site inspections, make businesses improvement recommendations, and exercise sole authority in mediation and arbitration
  2. make a recommendation to the Minister of Economy, Trade and Industry regarding the assessment of network tariffs and the registration of retail electric suppliers

The EGC conducts appropriate monitoring of the electricity, gas and heat power markets and enforces strict regulations to ensure neutrality of electricity and gas networks.
